With a commitment for environmental stewardship and worker health and safety, the Canadian Wood Preservation Certification Authority (CWPCA) Program was established.
Unique to Canada, the CWPCA Program guarantees that certified facilities meet the standards outlined in Environment Canada’s Technical Recommendations Document (TRD) by upholding environmentally responsible standards in their design and operations.
Currently, all wood treatment plants in Canada are part of the CWPCA Program, undergoing regular re-certifications through comprehensive audits evaluating their environmental and occupational safety practices, as well as completing worker online training whereby a pass is 80% or higher.
What does it take to be CWPCA certified?
Wood treatment plants have the option of using pesticides that are either listed on the Canadian Environmental Protection Act (CEPA) or not (non-CEPA). Plants are audited based on the pesticide(s) used and scoring is also dependant on this factor.
Our standards are high! The chart below summarizes the high scores that are required for certification under the CWPCA Program. In addition to these scores, all plants must meet the requirements of 11 mandatory items as part of their audits.

There are timelines associated with corrective actions for plants to improve their scores and extensive status reports are provided to the third-party environmental auditors to review. Wood Preservation Canada also has an engaged CWPCA Committee that oversees the Program and its Regulations document which outlines all facets of the Program.
The CWPCA Program ensures that certified plants respect and fulfill the demands and requirements outlined by Environment Canada’s Technical Recommendations Document for the Design and Operation of Wood Preservation Facilities (TRD). As such, suppliers of CEPA preservatives are bounded by the registration label and can only provide product to CWPCA certified plants.
